第一階段決選會議於2月16日（三）假台北市長官邸藝文沙龍舉行，由11位決選評審：潘冀（主席）、平路、成英姝、林友寒、林舜龍、張景堯、張麗莉、張鐵志、彭揚凱、楊惠姍及龍應台，針對43件作品進行審查，在經過四個小時的來回討論及兩輪投票後，最終選出11件入圍現勘的作品，分別是單棟住宅6件，集合住宅5件。
